CONSTRUCTION CLIENT REGULATIONS


The purpose of the “Construction Client Regulations” (Byggherreforskriften) is to protect employees from risks by paying regard to occupational health and safety (OHS) on construction sites.

The correlation between the “Construction Client Regulations” and other Norwegian HSE legislation is often misinterpreted and we are often asked by our clients to assist on questions or clarifications related to the interface between Client and Contractor, and the distribution of responsibility and duties between these.

The EU Council Directive 92/57/EEC preface, which is the basis for the “Construction Client Regulations”, states:

“…unsatisfactory architectural and /or organizational options or poor planning of the works at the project preparation stage have played a role in more than half of the occupational accidents occurring on construction sites in the Community.”
